Background

The resolutions were sponsored by County Executive Chris Ronayne and Councilmembers Miller, Conwell, Turner and Sweeney, according to County Council's minutes; they renew an existing 4.70-mill levy and add 2.5 mills for health and human or social services for ten years.

County Council adopted the resolution of necessity (R2026-0206) by unanimous vote on July 21, 2026, and the resolution to proceed (R2026-0207) by unanimous roll-call vote on August 4, 2026, according to the meeting minutes.

Signal Cleveland reported that the county cited inflation, rising foster care costs, and federal changes to food assistance and Medicaid, and said that without the levy it would cut programs including universal pre-K, teen pregnancy prevention, re-entry legal help and permanent supportive housing.

Put on the ballot by Cuyahoga County Council, unanimous, July 21, 2026 (R2026-0206) and August 4, 2026 (R2026-0207).
