Getting on Utah's presidential primary ballot

A candidate affiliated with a participating party files a declaration of candidacy with the lieutenant governor, in person or through a designated agent (the agent may not sign the form), identifies the party whose nomination the candidate seeks, provides a letter from that party certifying that the candidate may take part in its presidential primary, and pays the filing fee (20A-9-803). The ballot contains only the names of qualified presidential candidates (20A-9-802(1)(c)).

Running as an independent in November

HowRun as an unaffiliated candidate. File a certificate of nomination (notarized declaration of intention to be an unaffiliated candidate) with the lieutenant governor and pay the filing fee; a designated agent may file for a presidential candidate but may not sign the form (Utah Code 20A-9-503). Signature packets, in the statutory format (20A-9-502(1)), are submitted to the county clerk where most of the packet's signatures were collected, and clerks verify signatures within 30 days. The candidate may add signatures or amend filings until the deadline (20A-9-502(5)). The lieutenant governor posts an Unaffiliated Declaration of Candidacy for President, an Unaffiliated Declaration of Candidacy for Vice President (the running mate declares candidacy on a joint ticket with the named presidential candidate), and the Unaffiliated Candidate Petition (2024 versions).

Electors are not due at filing: by 5 p.m. on the first business day at least 10 calendar days after filing the declaration of candidacy, the candidate certifies to the lieutenant governor the names and addresses of the presidential electors and of the people chosen to fill elector vacancies (20A-13-301(1)(c)).
