Background

The amendment comes from HB313, sponsored by Reps. Standridge and Allbright. According to the enrolled bill, it passed the House on 29 Jan 26 and the Senate on 25 Feb 26.

Under the bill, a Blount County homeowner 65 or older could claim a senior property tax exemption that freezes the assessed value of a single-family, owner-occupied principal residence lived in for at least 5 years before the first claim.

The property would still be subject to millage rate changes, and later additions would be taxed on their added value. Claims could be made beginning October 1, 2027, based on the property's value on October 1, 2026, and must be filed with the county revenue commissioner between October 1 and December 31.

Put on the ballot by Alabama Legislature (HB313, 2026 Regular Session).
