Background

Measure X was placed on the ballot by the Berkeley City Council and would amend the city's Rent Stabilization and Eviction for Just Cause Ordinance, according to the City Attorney's impartial analysis.

Among the changes, certain exemptions from rent control and just-cause eviction (such as for some accessory dwelling units and owner-occupied duplexes) would apply only if the unit was exempt when the current tenancy began, and owners could not raise the lawful rent by more than 10% in a one-year period.

The measure would also let the Rent Stabilization Board waive or reduce fees for nonprofit-controlled subsidized units, let owners of single-family homes or new buildings opt into the ordinance in exchange for financial assistance, lower from ten to five the number of units needed to form a tenant association at properties without a management company, and move the annual registration fee deadline from July 1 to September 30.

Put on the ballot by Berkeley City Council (2026).
