About Edward Winkler
Civil engineer. Sacramento-raised civil engineer with more than 40 years in water infrastructure, holding B.S. and M.S. degrees from Sacramento State; he was executive director of the Regional Water Authority and Sacramento Groundwater Authority from 2001 to 2008. His campaign says he currently holds the Division 4 seat by appointment of the Sacramento County Board of Supervisors.
