Shall the County continue to levy a half-cent sales surtax on taxable transactions countywide for ten years, effective January 1, 2029, for funding critical needs including essential law enforcement/public safety facilities; land acquisitions; reduce traffic congestion; construction and repairing roads, bridges, and sidewalks; flood control and water quality improvements; associated equipment; and construct other public facility improvements and pay debt, subject to oversight by a citizens' committee?
