Background
House Bill 1491 (2026), sponsored by Representatives Scoggins and Gambill, would amend a 1994 local act that created a homestead exemption from Bartow County taxes for county purposes. That act was originally $5,000 and was amended in 2023.
The bill would set the exemption at $30,000 of assessed value. The ballot question it requires describes the current exemption as $15,000.
Under the Georgia Constitution, the Act needed a two-thirds vote in both chambers, and it takes effect only if Bartow County voters approve it at the November 2026 general election.
