Background
House Bill 1321 is a local act sponsored by Representatives Gambill and Scoggins. It appears on the Governor's list of 2026 signed legislation.
The act says the $100,000 exemption from City of Cartersville municipal taxes is in addition to, not in place of, other city homestead exemptions. It does not apply to state, county or school taxes.
Under the act, homeowners apply once to the City of Cartersville or its designee and the exemption renews automatically. If voters approve, it applies to tax years beginning January 1, 2027.
