Honolulu City Charter Amendment Question 10 — Affordable Housing Functional Plan

Last updated Sat, Nov 7, 4:33 PM ET

Ballot measure · November 3, 2026

What it does
Should the City be required to prepare and carry out a functional plan for the development of affordable housing?
A YES vote means
The City would be required to prepare and carry out a functional plan for developing affordable housing.
A NO vote means
The City would not be required to prepare and carry out this affordable housing functional plan.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Hawaii adds a second test for constitutional amendments: YES must also equal at least half of all ballots cast in the election, so leaving it blank works against it.
Left–right lean
A YES vote leans strongly left; a NO vote leans the other way (AI-estimated from the official ballot summary, 73% confidence).

The YES and NO lines are SpectrumVote's plain-language reading of the official text above; the official text is what you vote on.

Background

The 2025-2026 Honolulu Charter Commission, which the Charter requires the mayor and City Council to appoint every ten years, reviewed 295 proposals and approved 20 questions for this ballot, including this one, according to its voter booklet.

The booklet says the Charter requires long-range functional plans for services such as parks, environmental services and transportation but not for housing.

If approved, the Director of Housing and Land Management would prepare a ten-year Housing Functional Plan, updated at least every five years, starting January 1, 2030.

Put on the ballot by Honolulu Charter Commission (2025-2026), proposal approved at public meetings (date and vote not stated).
