A lawyer for nearly 40 years specializing in municipal law, he was Covington's city solicitor (2001–2005) and city manager (2005–2009) and plans to retire as Dayton city administrator at the end of 2026. He previously worked as a journalist and taught as an adjunct at Salmon P. Chase College of Law.
