Cecil Question A — Charter Amendment: Date for Submission of the Budget
Ballot measure · November 3, 2026
Results: the official election results site. Counts are unofficial until certified.
- What it does
- Currently the charter requires the executive to prepare and submit the proposed budget to the county council not later than April 1 of each year. The referred charter amendment will allow submission of the proposed budget after Maryland's General Assembly but no later than on or before the second Monday in April in each year. A vote in favor of the question will require the executive to submit the proposed budget to the county council on or before the second Monday of April each year. This later date is after the conclusion of Maryland's General Assembly. This later date will allow the executive to have knowledge of the full financial effect upon the county from legislation passed during Maryland's General Assembly session. A vote against the question will keep the current date of April 1 of each year for submission of the budget to county council and prior to knowing the full financial effects upon the county from Maryland's General Assembly.
- A YES vote means
- Cecil County's executive would submit the proposed budget to the county council by the second Monday in April each year.
- A NO vote means
- The budget would still be due to the county council by April 1 each year.
- Needed to pass
- A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
- Left–right lean
- Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).
Background
The Cecil County Council proposed this charter amendment by Resolution 39-2026, according to the amendment text posted by the Maryland State Board of Elections.
Charter Section 504 now requires the County Executive to submit a proposed budget to the Council by April 1. The amendment would move the deadline to the second Monday in April.
The section requires the proposed budget to present a complete financial plan, including anticipated revenues, expenditures and any surplus or deficit, and to be made available to the public.
