Romulus Community Schools — Operating Millage Renewal Proposal (Wayne County)

Ballot measure · November 3, 2026 · Romulus school district voters

What it does
This proposal will allow the school district to levy millage previously authorized to be levied on all property, except property exempted by law and renews hold harmless millage that expired with the 2026 tax levy. Shall the total limitation on the hold harmless mills used for operating purposes which may be assessed against all property, except property exempted by law, in Romulus Community Schools, Wayne County, Michigan, be increased by 2.5 mills ($2.50 on each $1,000 of taxable valuation) for a period of 10 years, 2027 to 2036, inclusive; the estimate of the revenue the school district will collect from hold harmless taxes authorized herein if the millage is approved and levied in 2027 is approximately $745,254 (this is a renewal of previously authorized millage that expired with the 2026 tax levy)?
A YES vote means
Romulus Community Schools would renew 2.5 mills of hold harmless operating millage for 10 years, 2027 to 2036, raising about $745,254 in 2027.
A NO vote means
Romulus Community Schools' hold harmless millage, which expired with the 2026 levy, would not be renewed.
What it would cost
2.5 mills for 10 years: $250 a year for every $100,000 of taxable value (a mill is $1 per $1,000). Taxable value is after exemptions such as homestead; your tax bill or property appraiser shows yours. It would continue a tax already in place rather than add a new one.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

Background

Romulus Community Schools has levied hold harmless millage for years, and the current authorization runs through the 2026 tax collection, according to the district's FAQ on the renewal.

The district says the revenue is part of its operating budget and supports staffing, classroom instruction, transportation, counseling, academic support and student programs; it is not a bond for building projects.

If approved, the millage would be authorized for 10 years, 2027 through 2036, and the district estimates it would generate approximately $745,254 in 2027.

Put on the ballot by Romulus Community Schools Board of Education (vote not located; 2026 board minutes are posted as scanned images).
