Minnesota Constitutional Amendment 1 — Increasing funding to school districts

Ballot measure · November 3, 2026

What it does
Shall the Minnesota Constitution be amended to increase the funding going to all school districts from the permanent school fund, which is a fund that supports school districts without raising individual income or property taxes, effective July 1, 2027?
A YES vote means
A yes vote amends Article XI, Section 8 so the permanent school fund is managed for annual distributions to school districts under a distribution policy set by law (the accompanying law sets it at 4.5% of the fund's three-year average value), instead of distributing only its net interest and dividends, effective July 1, 2027.
A NO vote means
A no vote keeps the current constitutional rule that only the permanent school fund's net interest and dividends are distributed to school districts and its principal stays perpetual and inviolate.
Needed to pass
A simple majority
