Background

The General Assembly placed this question on the ballot in Session Law 2025-13 (House Bill 3), ratified June 25, 2025, which also sets the ballot wording.

Under the law, if a majority votes for the change, Currituck County Board of Education members would be elected on a partisan basis, with the change taking effect the first Monday in December 2028 and the 2028 elections conducted as if it were already in effect; terms of members elected in 2024 are not affected.

The law describes a five-member board serving staggered four-year terms, with four members elected from residency districts and one elected from the county at-large.

The Outer Banks Voice reported in April 2025 that the Currituck County Board of Commissioners approved a resolution supporting the switch, with Chair Paul O'Neal saying taxpayers should decide it.

Put on the ballot by N.C. General Assembly, Session Law 2025-13 (House Bill 3), ratified June 25, 2025.
