Background

According to the city's explanatory statement, Chapter V, Section 2 of Canby's Charter requires the City Administrator, who is appointed and supervised by the City Council, to live within city limits; voters last amended the Charter in 2009.

The statement says a Charter Review Subcommittee convened in December 2025 recommended letting the council waive or alter the residency requirement to help with recruitment.

If approved, the council could waive or modify the requirement and would have to adopt rules governing that authority.

Put on the ballot by Canby City Council (referral date and vote not stated); notice dated August 6, 2026.
