Beaufort County — Special Sales and Use Tax, Question 2 (bonds)

Last updated Sat, Nov 7, 4:33 PM ET

Ballot measure · November 3, 2026

What it does
I approve the issuance of not exceeding $450,000,000 of general obligation bonds of Beaufort County, maturing over a period not to exceed nine (9) years and payable from the special sales and use tax described in Question 1 above, to fund completion of projects from among the categories described in Question 1 above.
A YES vote means
Beaufort County could issue up to $450,000,000 in bonds, maturing within nine years and repaid from the Question 1 sales tax, to complete projects from the Question 1 categories.
A NO vote means
Beaufort County would not issue these $450,000,000 in bonds.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

The YES and NO lines are SpectrumVote's plain-language reading of the official text above; the official text is what you vote on.

Background

According to Beaufort County's referendum website, County Council placed the 2026 transportation sales tax on the ballot as Ordinance 2026/30, based on recommendations from its 2026 Transportation Advisory Committee.

Question 1 would levy a 1% sales tax on most retail purchases, excluding medication, gas, rent and mortgages, utilities and unprepared groceries. It would raise $780 million over up to nine years for listed road, intersection, resurfacing and paving projects.

The County describes this second question as authorizing bonds so projects can start sooner. It says the bonded amount is not an additional tax and does not increase the total collected; the bonds would be repaid from the Question 1 sales tax.

Put on the ballot by Beaufort County Council (Ordinance 2026/30).
