What it does
Question 2 If and only if Question 1 above is approved, shall the Board of Trustees of School District No. 2 of Spartanburg County, South Carolina (the “School District”) be empowered to issue, at one time or from time to time, general obligation bonds of the School District, in a principal amount of not exceeding $30,000,000, the proceeds of which shall be used to finance the costs (including architectural, engineering, legal and related fees) of stadium upgrades at both of the School District’s high schools, athletic improvements at all middle schools, and improvements to playgrounds at all elementary schools?
A YES vote means
If Question 1 also passes, Spartanburg School District 2 could issue up to $30,000,000 in bonds for stadium upgrades at both high schools, middle school athletics and elementary playgrounds.
A NO vote means
The school district would not issue these $30,000,000 in bonds.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

The YES and NO lines are SpectrumVote's plain-language reading of the official text above; the official text is what you vote on.

Background

According to Spartanburg School District 2, its bond referendum has two separate questions. The district says Question 1 involves no tax increase, while Question 2, which takes effect only if Question 1 passes, would have a tax impact of about $5 a month on a $300,000 home.

The district says the Board of Trustees approved placing the measure on the November ballot at a board meeting, and it has published renderings of the proposed projects ahead of the vote.
