Background
The Fluvanna County Board of Supervisors voted 5-0 on July 1, 2026 to adopt a resolution initiating the referendum, according to the board's minutes.
The minutes say the authority comes from Item 4-14 #2c of the 2026 state budget, which lets localities ask voters for an additional 1% sales tax for school construction or major renovation. The tax would expire June 30, 2046.
According to the county attorney's presentation in the minutes, if voters approve, the board would still have to adopt an ordinance, and the tax would take effect at least 120 days later. It would not apply to food for human consumption or essential personal hygiene products.
