Background

Kitsap PUD says it was created by county voters in 1940 with authority to provide electric service, but today provides drinking water, wastewater and wholesale fiber service, not electricity.

According to the district, approval would give KPUD legal authority to construct or acquire electric facilities but would not require it to provide electric service, acquire an existing system, or set rates or financing.

On the same day it placed the measure, the board voted 3–0 to require a feasibility study before any action on electric authority if voters approve; the district estimates such a study would cost $300,000 to $500,000.

KPUD says the measure does not authorize a property-tax increase; its current levy is about $0.045 per $1,000 of assessed value.

Put on the ballot by Kitsap PUD No. 1 Board of Commissioners, 3–0, July 28, 2026 (Resolution 26-07-28A).
