Background

According to the explanatory statement by special counsel Bradley Berg, the district operates Newport Hospital and Health Services and has determined that the hospital's condition requires expansion and renovation.

The statement estimates the levy to repay the bonds at $1.47 per $1,000 of assessed value, or about $36.75 a month on a $300,000 home.

The district had earlier filed a $51,000,000 bond proposition, with the same estimated rate, for the August 4, 2026 primary; that filing (Resolution 2026-02, adopted April 23, 2026) was posted by the county auditor.

The county pamphlet includes an argument for the measure by Taylor Stewart, JoAnn Bell and Kevin McNamee; it says no volunteers came forward to write an argument against.
