Background

According to West Valley School District, the measure replaces a two-year capital projects levy passed in 2024. That levy paid for work including the Seth Woodard Elementary parking lot, a new roof at West Valley High School and repairs to the Millwood Early Learning Center heating system.

The district says the replacement levy would fund entrance security updates at all schools, replace the HVAC system at Spokane Valley High, and build a library addition and upgrade the nurse's room at Pasadena Park Elementary.

The district estimates the capital levy at $1.00 per $1,000. Together with its Proposition 1 EP&O levy, it projects the combined cost on a $375,000 median-value home would continue at $1,308 a year.

The district notes that capital projects levies cannot be used for staff salaries.
