Background

Borough Manager Mike Brown sponsored Ordinance 26-080, which would let the borough use areawide revenues to acquire rights-of-way and design and build roads, streets, sidewalks and drainage, according to the borough's information memorandum.

The memo says buying right-of-way before land is developed is significantly cheaper and avoids later costs such as moving driveways, wells, septic systems or buildings.

Road Service Areas already have the power to design and build roads, and they could continue to do so, according to the memo.

The Assembly adopted the ordinance on August 4, 2026 by a 6–1 vote, with Assemblymember Sumner opposed.

Put on the ballot by Matanuska-Susitna Borough Assembly, 6–1, August 4, 2026 (Ordinance Serial No. 26-080).
