Explained
Today
- Eloy's general plan is the city's long-term guide for growth, development, infrastructure and city services. The current plan was adopted in 2011 and readopted by the City Council on May 11, 2020 (Resolution No. 20-1472).
- Arizona law (A.R.S. § 9-461.06) requires cities to revisit their general plans every 10 years, and Eloy's plan must be ratified by the city's voters to take effect.
- Required topics include land use, circulation, open space and recreation, growth areas, environmental planning, cost of development and water resources.
If it passes
- A 'yes' vote ratifies 'Eloy General Plan: Planning Today for a Stronger Tomorrow' and all its elements as the city's general plan. The city says it would take effect immediately.
- Besides the required topics, the new plan adds elective topics: public facilities, services and safety; housing; economic growth; downtown revitalization; and neighborhood preservation. It includes 21 maps, among them future land use, growth area and water resources maps.
- A 'no' vote keeps the 2020 readopted plan in effect until a new general plan is approved by the City Council and ratified by Eloy voters.
Who would notice
Eloy residents, property owners and developers, since the plan guides future zoning and development decisions across the city. The question sets no tax.
How it got here
The update was a roughly 17-month process with questionnaires, workshops, listening sessions and open houses, including two in October 2025. The City Council unanimously adopted the plan on June 1, 2026 (Resolution No. 26-1660) and sent it to voters for ratification.
The plan was prepared with the consultant Logan Simpson, which describes it as balancing Eloy's agricultural heritage with new housing, industry and economic development, alongside a separate Eloy Airpark Area Plan.
What each side says
