Background

The Hayward City Council placed this measure on the ballot by Resolution No. 26-102 on June 2, 2026, by a 7-0 vote (Council Members Andrews, Bonilla Jr., Goldstein, Roche, Syrop, Zermeño and Mayor Salinas), according to the resolution filed with the Alameda County Registrar of Voters.

The resolution states that Hayward's current business license tax structure dates to July 11, 1978, is based mainly on flat fees by business category and employee count, and raises about $3.3 million a year from about 10,000 businesses.

The proposed tax would be based on gross receipts at rates of $0.30 to $3.75 per $1,000, with a $60 minimum and higher rates for higher-grossing businesses, raising an estimated additional $12 million a year; as a general tax it needs a simple majority.

Put on the ballot by Hayward City Council, 7-0, June 2, 2026 (Resolution No. 26-102).
