Background

The Union City City Council placed this measure on the ballot to extend the city's existing 5% Utility Users Tax on telecommunications, video, electricity and gas services, which voters first approved in 2020, according to the City Attorney's impartial analysis.

The tax now expires December 31, 2028; the measure would extend it nine more years, to December 31, 2037, with no rate increase, keeping exemptions for approved applicants who are seniors 70 or older or low-income, including PG&E CARE enrollees.

It is a general tax that can be used for any governmental purpose; the analysis estimates about $7 million a year, requires annual independent audits, and says the measure passes with a simple majority.

Put on the ballot by Union City City Council (2026).
