Background

According to County Counsel's impartial analysis, the measure qualified by citizen initiative petition and would impose a half-cent sales tax for thirty years starting July 1, 2027, when the existing Measure C transportation tax expires, with proceeds allocated by the Fresno Council of Governments: 65% to local streets and roads, 25% to public transit, 4% to regional roads, 4% to zero-fare transit and clean-transportation grants, 1% to the airport and 1% to administration.

The Auditor-Controller/Treasurer-Tax Collector's fiscal impact statement estimates approximately $120 million in fiscal year 2027-28, including about $78.0 million for neighborhood streets and roads.

After the petition was certified on July 14, 2026, the Board of Supervisors voted 3-2 on August 11, 2026 (Aye: Bredefeld, Magsig, Mendes; No: Chavez, Pacheco) to set the measure for the March 7, 2028 primary, reasoning that Elections Code timing rules still applied even though Assembly Bill 1923 (2026) directed that it go on the November 3, 2026 ballot.

KVPR/Fresnoland reported that on August 31, 2026, Fresno County Superior Court Judge Jonathan Skiles upheld AB 1923 and the measure was placed on the November ballot; Board Chair Bredefeld said the County would not appeal.

Put on the ballot by Citizen initiative petition, placed on the November 2026 ballot by Assembly Bill 1923 (Stats. 2026, ch. 108) after an August 31, 2026 court ruling; Board of Supervisors Resolution No. 26-294 (3–2, August 11, 2026) had set it for March 2028.
