Background
The Folsom City Council voted on July 14, 2026 to place Measure J, a City Charter amendment, on the ballot; it needs a simple majority, according to the City Attorney's impartial analysis.
Folsom's six commissions (Arts and Culture, Historic District, Library, Parks and Recreation, Planning, and Utility) are currently advisory only under the Charter; the amendment would remove that requirement so the Council could, by ordinance, give individual commissions decision-making authority, broad or limited, and could later take it back.
Commission decisions could still be appealed to the City Council; the analysis says the Historic District Commission is the body most likely to be affected, and some Historic District projects could move faster if it received decision-making authority.
