Background
The Galt City Council directed that this question be put to voters under California Government Code section 36508, which lets a council ask voters whether an elected office other than council member should become appointed, according to the City Attorney's impartial analysis.
Galt's City Treasurer and City Clerk are now elected and must live and be registered to vote in the city, with no minimum training or experience requirements; if appointed, residency rules would not apply, and the Council could set education and training requirements and review their performance annually.
If a majority votes yes, both offices would become appointed after the 2028 general election and serve at the pleasure of the City Council; if not, they remain elected.
