What it does
SHALL BALLOT ISSUE 5D, UNANIMOUSLY APPROVED BY SEVEN VOTERS AT A SPECIAL ELECTION HELD ON NOVEMBER 04, 2014, BE FOREVER REPEALED AND RESCINDED EFFECTIVE IMMEDIATELY, WHICH BALLOT ISSUE CURRENTLY AUTHORIZES NORTH RANGE METROPOLITAN DISTRICT NO. 3 TO ENTER INTO ONE OR MORE MULTIPLE FISCAL YEAR FINANCIAL OBLIGATIONS EVIDENCED BY CONTRACTS, AGREEMENTS OR INTERGOVERNMENTAL AGREEMENTS AND TO FUND SUCH AGREEMENTS FROM AD VALOREM TAX LEVIES OF UP TO $280,000,000 ANNUALLY; SUCH REPEAL AND RESCISSION SHALL NOT IMPAIR OR ADVERSELY IMPACT PERFORMANCE UNDER ANY EXISTING VALID AND LAWFUL CONTRACTS, AGREEMENTS OR INTERGOVERNMENTAL AGREEMENTS, BUT SHALL PREVENT ENTERING INTO ANY FUTURE MULTIPLE FISCAL YEAR FINANCIAL OBLIGATIONS NOT SUBJECT TO ANNUAL APPROPRIATION OR TO ANY FUNDING LEVIES WITHOUT SPECIFIC VOTER AUTHORIZATION?
A YES vote means
Ballot Issue 5D from 2014, which lets the district fund multi-year agreements with property taxes of up to $280,000,000 a year, would be repealed; existing contracts would not be affected, but new ones would need specific voter approval.
A NO vote means
Ballot Issue 5D from 2014 would remain in effect.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

The YES and NO lines are SpectrumVote's plain-language reading of the official text above; the official text is what you vote on.

Background

The measure would repeal Ballot Issue 5D, which the ballot language says seven voters approved unanimously at a November 4, 2014 special election, and which authorizes the district to fund multiple-fiscal-year agreements from property tax levies of up to $280,000,000 a year.

According to the Adams County TABOR notice, approval would reduce that borrowing authority from $280,000,000 in principal ($2,296,000,000 maximum repayment) to zero; the district currently has $55,566,000 in bonded debt outstanding.

The ballot language says the repeal would not impair existing valid contracts but would require specific voter approval for future multiple-fiscal-year obligations.

The county notice includes a summary of written comments in favor and states that no comments against were filed by the constitutional deadline.
