Ballot measure · November 3, 2026 · West Haven Township voters
Results: the official election results site. Counts are unofficial until certified.
- What it does
- Shall the Charter be revised to replace Chapter XX, "Village Improvement Association", also known as the "VIA" with clearer provisions governing the public library's operation by a third-party nonprofit (the "VIA"), including its responsibilities, budget obligations, and accountability standards owed to the City (Art. VII, §10)?
- A YES vote means
- West Haven's charter chapter on the Village Improvement Association (VIA) would be replaced with clearer rules for the nonprofit's operation of the public library, including its duties, budget obligations and accountability to the city.
- A NO vote means
- Chapter XX on the Village Improvement Association would stay as it is.
- Needed to pass
- A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
- Left–right lean
- Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).
Explained
Today
- Chapter XX of the West Haven Charter, 'Village Improvement Association,' covers the Village Improvement Association of West Haven, Inc. (the VIA), a private nonprofit that operates, manages and directs the West Haven Public Library system.
If it passes
- The provisions would move to a new Chapter VII, Section 10, 'Public Library Functions.' The VIA would continue to run the library system as before unless the City and the VIA agree in writing that the City takes over.
- The library would be declared a fundamental government function, and the VIA would be treated as a budgeted entity: it would submit an annual budget and plan on city forms covering all operating and capital needs, and a monthly comparison of actual and budgeted spending of city money.
- The VIA would be responsible for its employees and for insurance, maintenance and capital improvements of its library buildings (unless the City agrees otherwise), and would have to follow competitive procurement and personnel practices consistent with public-library standards.
- Private and endowed funds would stay under the VIA's sole control, and the City Council would keep sole discretion over how much city money to appropriate.
Who would notice
The Village Improvement Association, West Haven Public Library users and staff, and city taxpayers who fund the library through the city budget. It does not itself change any tax.
How it got here
West Haven's Charter Revision Commission submitted its final recommendations to the City Council in May 2026, and the City Council approved the revised charter on July 28, 2026. The changes are split into three ballot questions: Question 1 (four-year terms), Question 2 (library/VIA provisions) and Question 3 (the rest of the revision).
