Ballot measure · November 3, 2026 · West Haven Township voters

What it does
Shall the City Charter be updated to clarify the roles and powers of the Mayor, City Council, departments, boards, and commissions, and include other recommendations approved by the Charter Revision Commission and the City Council)?
A YES vote means
West Haven's charter would be updated to clarify the roles and powers of the Mayor, City Council, departments, boards and commissions, along with other changes approved by the Charter Revision Commission and City Council.
A NO vote means
The charter would not be updated with these clarifications and other recommended changes.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

The YES and NO lines are SpectrumVote's plain-language reading of the official text above; the official text is what you vote on.

Explained

Today

  • West Haven is governed under a City Charter with an elected Mayor and City Council. The Charter currently provides for an elected Tax Collector.
  • A Charter Revision Commission chaired by Arthur Kelly recommended a full rewrite. The City Council approved the commission's final report on July 28, 2026.

If it passes

  • Question 3 adopts the rest of the revised Charter, clarifying the roles and powers of the Mayor, City Council, departments, boards and commissions. Mayor and Clerk terms (Question 1) and the library's Village Improvement Association chapter (Question 2) are separate votes.
  • Under the approved Charter, the Tax Collector's functions would be assigned to a Department of Finance employee starting in December 2027, instead of an elected official.
  • The commission's proposals, as described by the West Haven Voice, also add financial checks for the city and Board of Education and rules for multi-year contracts, strengthen ethics provisions, write the Allingtown fire department into the Charter, allow regional health services by ordinance, add mayoral-vacancy succession rules, and update department names and gender-neutral language.

Who would notice

West Haven residents, city officials, boards and commissions, and the elected Tax Collector's office. It does not itself change any tax rate.

How it got here

The City Council approved the Charter Revision Commission's final report on July 28, 2026, pursuant to Connecticut General Statutes 7-191(d). The November 3, 2026 ballot carries three charter questions; this one covers everything not in Questions 1 and 2.

Background

The Charter Revision Commission, chaired by Arthur Kelly with attorney Steven G. Mednick as counsel, produced a full revision and recodification of the city charter, according to the council-approved final report.

At a special meeting on July 28, 2026, the City Council rejected the commission's recommendation to make the City Treasurer appointed (6 yes, 4 no; recorded as failing) and approved four-year terms for the Mayor and Clerk 9–1, according to the minutes.

The council then voted 10–0, with three members absent, to approve the commission's final report as modified that evening, and unanimously authorized the city clerk to post explanatory text, according to the minutes.

The minutes say the council discussed keeping the number of ballot questions as small as possible, along with the four-year term, VIA/Library and the Tax Collector position.

Put on the ballot by West Haven City Council, 10–0 (three absent), July 28, 2026 (approval of Charter Revision Commission final report as modified).
