Maui County Charter Amendment Question 8 — Reappointment of Members of the Board of Ethics

Last updated Sat, Nov 7, 4:33 PM ET

Ballot measure · November 3, 2026

What it does
Shall the Charter be amended, effective upon approval, to authorize the Mayor to reappoint members of the Board of Ethics of the County of Maui, with the approval of the Council, for one successive term without an intervening waiting period?
A YES vote means
The Mayor, with Council approval, could reappoint Maui Board of Ethics members for one more term in a row without a waiting period.
A NO vote means
Board of Ethics members could not be reappointed for a back-to-back term without the current waiting period.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Hawaii adds a second test for constitutional amendments: YES must also equal at least half of all ballots cast in the election, so leaving it blank works against it.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

The YES and NO lines are SpectrumVote's plain-language reading of the official text above; the official text is what you vote on.

Background

Charter Section 13-2(5) bars board and commission members from a second appointment until two years after their term ends; the amendment would exempt the Board of Ethics, allowing one successive term, according to the county's explanation in the state voter guide.

Resolution 26-95 says vacancies on the Board of Ethics can prevent a quorum and delay ethics complaints and advisory opinions, and notes that Honolulu's charter and state law allow second terms without a waiting period.

The Maui County Council adopted the resolution on second and final reading on July 24, 2026, with eight members voting aye and Council Member Gabriel L. Johnson excused, according to the resolution's roll call.

Put on the ballot by Maui County Council, 8–0 (one excused), July 24, 2026 (Resolution 26-95, CD1, FD1).
