West Baton Rouge Parish — Parishwide Proposition (Public Health Unit Renewal)

Last updated Sat, Nov 7, 4:33 PM ET

Ballot measure · November 3, 2026

What it does
Shall the Parish of West Baton Rouge, State of Louisiana (the "Parish") be authorized to renew the levy and collection, and adopt an ordinance providing for such levy and collection, of an one and seventy-five hundredths (1.75) mills tax on all property subject to taxation in the Parish (an estimated $1,300,000 reasonably expected at this time to be collected from the levy of the tax for an entire year) (the "Tax") for a period of ten (10) years, beginning with the year 2027, and annually thereafter to and including the year 2036, for the purpose of continuing the maintenance, operation and capital expenditures necessary for the Public Health Unit in the Parish?
A YES vote means
West Baton Rouge Parish would renew a 1.75-mill property tax from 2027 through 2036 for the parish Public Health Unit's maintenance, operation and capital costs.
A NO vote means
The parish would not renew the 1.75-mill Public Health Unit tax for 2027 through 2036.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

Background

According to the proposition text published by the Louisiana Secretary of State, this would renew a 1.75-mill property tax for ten years, 2027 through 2036, to pay for maintaining, operating and making capital expenditures for the Parish's Public Health Unit. The text estimates it will raise $1,300,000 a year.

WAFB reported that Parish President Jason Manola said the tax brings in about $1.3 million a year and the health unit costs about $1.1 million a year to run. Manola also said that if the renewal fails, the parish would have to re-evaluate its general fund budget to cover the lost money.

WAFB reported that the health center offers vaccines, WIC services, reproductive health services and basic screenings, and that Director Mary Winfield said it sees about 1,200 people a month.

Put on the ballot by West Baton Rouge Parish governing authority (the parish council resolution calling the election wasn't found online; the parish's agenda center has no postings after 2020).
