Anne Arundel Question B — Charter Amendment: Legislative Branch – Officers – Specific Position Titles

Last updated Sat, Nov 7, 4:33 PM ET

Ballot measure · November 3, 2026

What it does
To amend the Anne Arundel County Charter to remove specific position titles from the officers appointed by the Council. Currently, the Charter provides that the County Council shall have an Administrative Officer appointed by the Council and other officers as provided in the County Council's Rules of Procedure. A vote FOR the charter amendment would remove from the County Charter the specific position titles of the officers the County Council may appoint. A vote AGAINST the charter amendment would retain the current Charter provision that the County Council shall appoint an officer with the specific position title of Administrative Officer.
A YES vote means
The Anne Arundel charter would no longer list specific position titles, such as Administrative Officer, for officers the County Council appoints.
A NO vote means
The charter would still require the County Council to appoint an officer titled Administrative Officer.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

The YES and NO lines are SpectrumVote's plain-language reading of the official text above; the official text is what you vote on.

Background

Resolution No. 15-26, 'Charter Amendment – Council Officers,' was introduced by Councilmember Julie Hummer on June 9, 2026 and passed by the County Council on June 15, 2026.

The amendment would delete the Charter language requiring an Administrative Officer to the County Council, who keeps minutes and maintains the Council Journal. In its place, the Council could provide for selecting officers and employees through its Rules of Procedure.

Under the resolution, if approved the amendment takes effect 30 days after the election.

Put on the ballot by Anne Arundel County Council, June 15, 2026 (Resolution No. 15-26).
