Dorchester Question A — Charter Amendment: Administrative Structure Review

Last updated Sat, Nov 7, 4:07 PM ET

Ballot measure · November 3, 2026

What it does
Currently, the County Charter requires the County Council to conduct an evaluation of the organizations, functions, powers, and duties of each department, agency, and office in the executive branch of the County government at least every four years. A vote in favor of the question amends the County Charter to specify that such evaluation of the County administrative structure shall be conducted within the first fiscal year of each County Council term. A vote against the question keeps the requirement that the County Council conduct the evaluation of the County administrative structure at least every four years.
A YES vote means
Dorchester's County Council would review the county's administrative structure within the first fiscal year of each Council term.
A NO vote means
The Council would still review the administrative structure at least every four years.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

The YES and NO lines are SpectrumVote's plain-language reading of the official text above; the official text is what you vote on.

Background

Question A comes from County Council Resolution 688, according to the amendment text posted by the Maryland State Board of Elections.

Charter Section 409 currently requires the Council to evaluate the executive branch's departments, agencies and offices 'by the year 2006 and every four years thereafter.' The amendment replaces that schedule with a requirement to do the evaluation within the first fiscal year of each Council term.

Dorchester's ballot has four Council-proposed charter amendments (Questions A–D, Resolutions 686–689), covering the review schedule, budget deadlines, the County Manager's duties, and government transparency.

Put on the ballot by Dorchester County Council (Resolution 688).
