Wicomico Question B — Charter Amendment: Charter Revision

Last updated Sat, Nov 7, 4:07 PM ET

Ballot measure · November 3, 2026

What it does
#110-2026 A revision of the Charter of Wicomico County to require formal communications from the Council to the Executive Branch be addressed to the County Executive, unless for the purpose of inquiry or information, which will allow members of the County Council and Council staff to communicate directly with officers or employees of the Executive Branch. A vote in favor of the question clarifies that the County Council and Council staff may directly communicate with officers and employees of the Executive branch for the sole purpose of inquiry or information. A vote against the question maintains the requirement that all formal communications from the Council to the Executive Branch shall be addressed to the County Executive.
A YES vote means
Formal Council communications to the Executive Branch would still go to the County Executive, but Council members and staff could contact Executive Branch employees directly for inquiry or information.
A NO vote means
All formal communications from the Council to the Executive Branch would still have to be addressed to the County Executive.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

Background

All four Wicomico charter questions (A–D) come from County Council Resolution #110-2026, according to the amendment text posted by the Maryland State Board of Elections.

Charter Section 314 bars the Council and its members from supervising or interfering with executive-branch personnel. It currently requires formal communications from the Council to the executive branch to be addressed to the County Executive.

The amendment would allow Council members and Council staff, including the internal auditor, to contact executive-branch officers and employees directly for inquiry or information. It states that such contact does not give authority to direct or supervise the executive branch.

Put on the ballot by Wicomico County Council (Resolution #110-2026).
