Wicomico Question C — Charter Amendment: Charter Revision

Last updated Sat, Nov 7, 4:07 PM ET

Ballot measure · November 3, 2026

What it does
#110-2026 A revision of the Charter of Wicomico County providing that an Acting Director of Administration, Acting Department Head or Acting Deputy Director shall be a current employee of Wicomico County at the time of appointment. Further providing that a newly elected County Executive may appoint a person who is not a current County employee to serve as Acting Director of Administration for a period not to exceed Six (6) months or until a Director of Administration is appointed, whichever occurs first. A vote in favor of the question requires that an Acting Director of Administration, Acting Department Head or Acting Deputy Director shall be a current employee of Wicomico County at the time of appointment. A vote in favor of the question also permits a newly elected County Executive to appoint a person who is not a current County employee to serve as Acting Director of Administration for a period not to exceed Six (6) months from the date the County Executive assumes office or until a Director of Administration is appointed, whichever occurs first. A vote against the question permits the County Executive to appoint an Acting Director of Administration or Acting Head of a Department or Agency without the requirement that the appointment be a current employee of Wicomico County. A vote against the question also does not limit the duration of the appointment for an Acting Director of Administration by a newly elected County Executive.
A YES vote means
Acting Directors of Administration, acting department heads and acting deputy directors would have to be current county employees, except a new County Executive could name an outsider as Acting Director of Administration for up to six months.
A NO vote means
Acting appointees would not have to be current county employees, and there would be no time limit on a new Executive's acting Director of Administration.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

Background

The Wicomico County Council proposed this and three related charter revisions in a single legislative item, #110-2026, according to the amendment text posted by the Maryland State Board of Elections.

The revision to Charter Section 414 would extend the County Executive's power to make acting appointments to deputy director vacancies. Acting appointees would generally have to be current county employees.

As an exception, a newly elected County Executive could appoint someone from outside county government as Acting Director of Administration for up to six months, or until a director is appointed, when both the director and assistant director posts are vacant.

Put on the ballot by Wicomico County Council (#110-2026).
