Background
This is a citizen-initiated charter amendment: according to the City Clerk's certification, Brian Geiringer of the Ann Arbor for Public Power Ballot Committee filed the petition on June 22, 2026 to add a new Section 15.11 creating a municipal electric utility governed by an Ann Arbor Municipal Electric Board.
The Clerk certified that 4,957 signatures (5% of 99,125 registered voters) were required, and that after two supplemental filings in July, 5,383 signatures were found valid on August 3, 2026.
The Clerk certified the petition for the November 3, 2026 ballot on August 4, 2026 under the Home Rule City Act, and the certification was received by City Council on August 6, 2026.
