City of Fairmont Question 2 — Proposed Charter Amendment Adding Charter Commission Application Process (Martin County)

Last updated Sat, Nov 7, 4:33 PM ET

Ballot measure · November 3, 2026 · Fairmont voters

What it does
Shall the Fairmont City Charter be amended to add a new section providing an advertisement and application procedure for vacancies on the charter commission and providing that the chairperson for the charter commission shall oversee the process for submitting eligible nominees to the chief judge, who will make the appointment(s)?
A YES vote means
Fairmont would advertise Charter Commission vacancies and take applications, with the commission chair overseeing the process of sending eligible nominees to the chief judge, who makes the appointments.
A NO vote means
The charter would not add this advertisement and application process for Charter Commission vacancies.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Minnesota adds a stricter rule for constitutional amendments: YES needs a majority of everyone who votes in the election, so leaving this question blank counts the same as NO.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

The YES and NO lines are SpectrumVote's plain-language reading of the official text above; the official text is what you vote on.

Background

The amendment was proposed by Fairmont's Charter Commission. Its January and February 2025 agendas listed a review of the application process for new commission members, and its March 2025 materials note the need to clarify and simplify that process.

Educational language in the commission's August 18, 2026 meeting packet says the current charter has no documented process for advertising commission vacancies, taking applications, checking eligibility, or forwarding nominees to the judge who appoints members.

According to that packet, if approved, vacancies would be advertised for 30 days in the city's newspaper of record and applicants would apply to the City Clerk, who would check eligibility. The commission chair would then oversee forwarding eligible nominees to a District Court judge of the Fifth Judicial District for appointment.

Put on the ballot by Fairmont Charter Commission (proposed amendment); placement action date and vote not found in an online official record.
