City of Fairmont Question 3 — Proposed Charter Amendment Requiring Council Approval of Utility Commission Purchases (Martin County)

Last updated Sat, Nov 7, 4:33 PM ET

Ballot measure · November 3, 2026 · Fairmont voters

What it does
Shall Fairmont City Charter, Section 11.02, be amended to require that all invoices and purchases by the Fairmont Public Utilities Commission be approved by the Fairmont City Council and to provide the Fairmont City Council with the ability to delegate the purchasing authority according to rules determined by the Fairmont City Council?
A YES vote means
All invoices and purchases by the Fairmont Public Utilities Commission would need City Council approval, and the Council could delegate purchasing authority under its own rules.
A NO vote means
Fairmont Public Utilities Commission purchases would not require City Council approval under this change.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Minnesota adds a stricter rule for constitutional amendments: YES needs a majority of everyone who votes in the election, so leaving this question blank counts the same as NO.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

The YES and NO lines are SpectrumVote's plain-language reading of the official text above; the official text is what you vote on.
