City of Springfield Charter Question 1 — delegation of city manager and director duties (Greene County)

Last updated Sat, Nov 7, 4:33 PM ET

Ballot measure · November 3, 2026 · Springfield voters

What it does
Shall Sections 3.1, 3.3(1), 3.4, 4.2, and 6.5 of the Springfield City Charter be amended to expressly authorize the city manager to delegate the authority to perform charter-assigned duties of the city manager to assistant city managers; expressly authorize the city manager to delegate the authority to appoint and remove employees to assistant city managers and department directors; and expressly authorize department directors to delegate the authority to perform charter-assigned duties of the director to subordinate officers or employees within the department, as more fully set forth in General Ordinance No. 28331?
A YES vote means
Springfield's charter would expressly let the city manager delegate charter duties to assistant city managers and the power to appoint and remove employees to assistant managers and department directors, and let directors delegate their duties to staff.
A NO vote means
The charter would not be amended to expressly allow these delegations of authority.
Needed to pass
A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
Left–right lean
Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).

Background

According to the city, Springfield's charter dates to 1953, and a team of city leaders reviewed it and proposed four updates on the November ballot, set out in General Ordinance No. 28331.

The city says the charter does not now clearly say when the City Manager or department directors can delegate their duties.

Under this question, the City Manager could delegate certain charter duties to an assistant city manager and department directors could delegate to subordinates, with the City Manager and directors still accountable for those duties.

Put on the ballot by Springfield City Council, General Ordinance No. 28331 (date and vote not stated on the city page).
