Cuyahoga County Issue 23 — City of Broadview Heights: Proposed Charter Amendment
Ballot measure · November 3, 2026 · Broadview Heights voters
Election night: live results from the official election site. Counts are unofficial until certified.
- What it does
- Shall Article IV, Section 1 of the Charter of the City of Broadview Heights be amended to provide that no person shall hold office of Mayor for more than three (3) consecutive 4 year terms or twelve (12) consecutive years unless one (1) full term or more had elapsed since that person last held the office of Mayor; and that terms served prior to the effective date of this amendment shall not be counted?
- A YES vote means
- No one could serve as Broadview Heights Mayor for more than three consecutive 4-year terms or 12 consecutive years unless at least one full term had passed, not counting terms served before the change.
- A NO vote means
- The charter would not add this term limit for Mayor.
- Needed to pass
- A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
- Left–right lean
- Not a left–right issue: a procedural or local question that liberals and conservatives don't typically split on (AI read of the official ballot summary).
Background
Broadview Heights City Council adopted Ordinance 20-2026, submitting the mayoral term-limit amendment to voters, by a 5–2 vote. Councilmembers Wolf and Mahnic voted no, according to the minutes dated July 7, 2026.
The ordinance would limit a mayor to three consecutive four-year terms (12 consecutive years). Terms served before the amendment takes effect would not count.
At the same meeting, Council also submitted a parallel amendment (Ordinance 19-2026) limiting councilpersons to three consecutive four-year terms.
