Background
According to the explanatory statement, Silverton's charter was adopted in 1940 and last amended in 1985. A Council-appointed community task force reviewed it with the city's legal counsel.
Council approved the task force's recommended comprehensive amendments in Resolution 26-28 on August 5, 2026. The amendments would conform the charter to current Oregon law and the League of Oregon Cities model charter, and revise Council, Mayor, city manager and municipal judge provisions.
If approved, the amendments take effect January 1, 2027. No arguments for or against were filed.
