Background

According to Montgomery County Voter Services' interpretive statement, the question is placed under Pennsylvania's Home Rule Charter and Optional Plans Law. It asks whether to form a seven-member government study commission to examine Conshohocken Borough's current form of government.

If voters approve, the commission would decide whether a home rule charter is advisable. If it is, the commission would draft one, and voters would decide whether to adopt it at a future election.

The same ballot lets voters elect up to seven commission candidates, whether or not they vote for forming the commission.

Put on the ballot by Conshohocken Borough (question under the Home Rule Charter and Optional Plans Law).
