Background

The Bexar County Commissioners Court created the Holly Heights Special Improvement District on a property owners' petition under Chapter 382 of the Texas Local Government Code, after the City of San Antonio consented by resolution on June 11, 2026, according to the district's posted creation order.

The order says the district lies outside any city's full-purpose limits with fewer than 1,000 inhabitants, may fund improvements and economic development programs instead of assessments, and may impose its ad valorem tax (up to $0.54159 per $100) and sales tax (up to 2%) only with district voters' approval.

The order allows district tax revenue to fund water, sewer and drainage improvements and to repay costs through bond issuances, subject to the approval of district voters.

Put on the ballot by Bexar County Commissioners Court created the district on petition; election called by the district board.
