Background
The Bexar County Commissioners Court created the Sunshine Trails Special Improvement District on petition under Chapter 382 of the Texas Local Government Code, in an order dated September 9, 2025, according to the district's posted order.
The order says the district lies in the San Antonio extraterritorial jurisdiction with fewer than 1,000 inhabitants, may fund improvements and economic development agreements, grants and loans instead of assessments, and may impose its ad valorem tax (up to $0.54159 per $100) and sales tax (up to 2%) only if district voters approve.
The order authorizes the district, subject to voter approval, to make economic development grants and loans to stimulate private investment, business activity and job creation in the district and Bexar County.
