Background
Brown Deer voters face two questions on November 3: this $2.8 million-per-year, five-year operational referendum (Question 1) and a $35 million capital borrowing question (Question 2), according to the district.
The district says the operational money would go to educator and staff pay, academic programs, elementary class sizes and rising operating costs, and that its average teacher and staff salaries are the lowest in the area.
The district cites state revenue limits that have not kept pace with costs and declining enrollment, which reduces state funding.
The district projects the operational question would raise the mill rate by $0.10 per $1,000 of property value, or $0.92 per $1,000 if both questions pass.
