- What it does
- Without taxing residents, and to support general city services such as 911/police response; protect local drinking water sources; retain/attract local businesses; shall the measure be adopted to reform City of Chino’s outdated business license ordinance with rates of $0.60 - $1.50 per $1,000 of gross receipts for larger businesses based on business category; and only $25 for smaller businesses (under $75,000), generating approximately $4,800,000 annually until ended by voters; with audits, spending disclosure, funds locally controlled?
- A YES vote means
- Chino's business license tax would be $0.60 to $1.50 per $1,000 of gross receipts for larger businesses, by category, and $25 for businesses under $75,000, raising about $4,800,000 a year until ended by voters.
- A NO vote means
- Chino's current business license ordinance would not change.
- Needed to pass
- A simple majority: more than half of the YES and NO votes on this measure must be YES. Leaving it blank doesn't count either way.
- Left–right lean
- Unclear: our AI read of the official summary isn't confident enough (we require 70%) to place this on the left–right spectrum, so we don't. Read the summary and decide for yourself.
Background
The Chino City Council placed this measure on the ballot by Resolution No. 2026-049, adopted July 21, 2026 by a 5-0 vote (Council Members Lucio, Flores, Comstock, Burton and Ulloa).
According to the City Attorney's impartial analysis, the measure would replace parts of the city's business license tax with a tax on gross receipts: $25 for businesses with $75,000 or less, and above that maximum rates of $0.60 per $1,000 for general and retail businesses, $1.00 for contractors and services, and $1.50 for professional and real property rental businesses.
The analysis states it is a general tax for the General Fund; the Council could lower or repeal the tax but could not raise rates or expand it without voter approval. A simple majority is required.
