Background
The Needles City Council placed this charter amendment on the ballot by Resolution No. 2026-29, adopted July 28, 2026 by a 4-2 vote (Council Members Ford, McCorkle, Pogue and Longbrake yes; Vice Mayor Campbell and Council Member Belt no).
According to the City Attorney's impartial analysis, Section 503 of the City Charter has set council pay at $1 a month since the Charter was adopted in 1958, and because the amount is in the Charter it can be changed only by voters.
The measure would set council pay at $150 a month; the City estimates an added annual cost of $20,916. A simple majority is required.
