Background

The Eldorado Springs Public Improvement District was formed in December 2024 to take over the Eldorado Springs wastewater treatment facility, and in November 2025 the Colorado Department of Public Health and Environment issued a notice of violation and cease-and-desist order over alleged permit violations at the plant, according to the district's resolution.

The district agreed in a May 19, 2026 agreement with Boulder County to seek voter authority for a Colorado State Revolving Fund loan of no more than $1,000,000, which at 3.25% over 20 years would cost no more than $1,440,000 to repay, according to the resolution.

If approved, the loan would be repaid through special assessments on district properties under a new Local Improvement District No. 3, based on equivalent residential units; the resolution says advisory committee and resident feedback supported that approach.

The district board adopted Resolution 2026-003 referring the question to voters by a 3-0 vote on August 25, 2026.

Put on the ballot by Eldorado Springs Public Improvement District Board, 3-0, August 25, 2026 (Resolution 2026-003).
